In next few days, debate over Lokpal or JanLokpal will start in Rajyasabha.

Opposition parties will have their way. Probably they will delete all provisions which may authorize Central Government to appoint Lokayukts in States.

The Ameded bill called, Amended Lokpal Bill will go to Lower House( Loksabha), which can reject all amendments suggest by RajyaSabha, or amend it further and pass the same. It will have last word.

Sometimes, at the same time debate may start in Supreme Court as to whether Appointment made by Gujarat Governor of Lokayukt in Gujarat is Constitutional.

These are important issues for nation. Everyone will be focused on the issue.

METAPHORS FOR THE ISSUE

“Mr. UPA, Kindly Hang Thyself?” – Says Team Anna

The issues, can be seen by using a little crude metaphor.

Team Anna gave a rope clalled Janlok Pal Bill and asked UPA Government that it is duty of the ruling party to commit suicide. Kindly pass the Bill.

DILEMMA  FOR UPA

If the Lokpal bill will be kept at center level only, then a thousand complaints, partly true and partly imaginary, will be filed against ministers of UPA.

Once the complaints are filed, Media will be 24/7 busy playing and replaying these unproved allegations.
Even if the allegations are unproved,  the shipof UPA Govt.will start sinking.

They thought, ‘when our ship is sinking, let us sink all ships of opposition parties also’.

If Lokayukts arelso a appointed in State Governments where UPA is not in power, then there also a thousand complaints will be filed against Ministers of opposition parties.

So loss at center may be offset by gain in other states.


The UPA may think about a third option also!

Let us try to pass bill as originally as passed by Loksabha after giving some nominal inconsequential concessions to opposition.

This bill will not be acceptable to any party that Lokayukts be appointed by Central Government to States. 

So the UPA Government may declare Mid-term polls.

Now, UPA can tell voters that ,” Look, we tried to pass Lokpal bill, but opposition did not allow us to pass it. Please vote for us and give us 2/3 Majority so that we can give a Constitutional Lokpal.”

Opposition Parties will tell people,” Look, UPA never intended to pass a STRONG LOKPAL bill. It wanted to destroy Fedaral Structure. So give us vote. We will give you a clean corruption free government and a STRONG LOKPAL BILL.

Team Anna, will say to voters,” Look, STRONG LOKPAL is the cry of nation. Vote only those who support STRONG JANPLOKPAL BILL.

At the very same time, unexpectedly,  heineous crimes may to increase in Opposition Ruled states.

In fighting in UP will become intense. Law and order will deteriorate.

 And people will think, Look, UPA is the only strong party. It has atleast an internal discipline to follow what High Command says. And since, now UPA has projected a DALIT PRIME MINISTER CARD, let us go with them.
